Who Is Eligible
Anyone that does not have a Medicaid card or has a Medicaid card but does not meet other eligibility requirements for transportation through the HSTD Brokerage can call and schedule Public Transportation.

How Does It Work?
Residents who are interested can call 1-866-813-0072 to schedule transportation. Public trips need to be scheduled 24 hours in advance and no later than 3:00pm the day prior to the trip. The reason for the early notice is so a coordinated schedule can be prepared and dispatched to the drivers for the next day.
There is a fare for all public transportation. The rates are different for in county transportation “which is transportation that originates and ends in the same county” than out of county transportation “which is transportation that originates in one county and ends in another”.
Public Transportation rates are as follows:
All rates are calculated from the origin of the pickup to the drop off destination.
In County Public Transportation
$5.00 for the first five miles “per round trip”.
$10.00 for six miles or more “per round trip”
Out of County Transportation
$0.80 cents per mile “per round trip”

Public Transportation Reservation Department Hours:
8:00am to 4:30pm Monday thru Friday
Please provide LKLP transportation reservationist with the following information:
- Your name as it is on your Social Security card “no nick names” or if you are a Medicaid recipient the name that is on your medical card.
- Date you wish to travel
- Address of your pick-up and destination locations. Be specific, including suite and/or building numbers, doctor’s name, etc.
- Desired arrival time.
- Return time to your place of origin or, arrival time to your next appointment/or destination
- Reserve a seat for a Personal Care Attendant (PCA), child or guest traveling with you.
- If specialized transportation is needed such as a lift van, please specify.
Companions, such as a friend or family member with the same ride origin and destination, are allowed to ride with you. However, a reservation must be made for your companion to ensure space is available. Without advance notice, the companion may not be allowed to go due to the lack or available space. Your companion must have the same origin and destination and can not have a separate appointment.
Message from the Director
The last physical year was very busy for Public Transportation. The beginning of the year was looking very good, ridership was up and driver and vehicle cost was down, but the end of the physical year has been a little tough as of late. With the rising gas prices, more and more people are using our public transit system. These trips are not only public demand and response trips but they are medical trips also. We are seeing more people use their Medicaid cards to pay for transportation to doctor appointments other than having family members take them as they were doing before. The higher gas prices rise, the more ridership increases. Therefore, we are continuously planning, and combining routes on a daily bases so we can reduce our cost and meet the needs of our clients.
The beginning of the 07 and 08 physical year we started a new grant called Job Access Reverse Commute Program or “JARC”. This was our first full Physical year of operating the JARC program, which was developed to help low income individuals to access jobs. The JARC program has been a very useful program for a lot of local residents that are currently working low wage jobs due to the rising gas prices. The average distance to work for residents of the LKLP operating areas is 30 miles one way so with the current cost of a gallon of gas this can be a huge expense for someone that makes less than $7.00 an hour. Our JARC ridership has almost doubled in the month of June alone and we expect it to continue to grow.
We have two new programs that we will be introducing for the upcoming physical year, New Freedom and seniors on the Go or “SoGo”. Both programs will defiantly increase ridership and extend our service hours but we will be serving a new group of clients that we were unable to serve before by offering a type of transportation that could eliminate some of the transportation barriers of someone that is elderly and has a disability. We will be providing our first SoGo trip on June 26th to a Free Health Fair in Prestonsburg for representatives of 15 Senior Citizens Centers.
I would like to thank the drivers and dispatchers for their effort and patience over the past few months. With all of the changes, implementation of Pi Star, and the increasing ridership, their job has been a difficult one but their effort to make it successful made my job easier than it could have been.
